Big big rates are to be charged to folks with 5 or more uneutered bitches over the age of 4 months. so much that getting an indidvidual dog license for each one will not cover the increase in costs. hunts have pleaded they are not commercial. hunts never never sell any of their dogs. dogs are traded between masters and neither gifted nor sold to the public.
